Job Description

JOB DESCRIPTION

Hill International is seeking a Cost Estimator in Dallas, Texas

RESPONSIBILITIES

  • Preparing detailed complete cost estimates for proposed changes from detailed drawings, specifications, sketches, narrative descriptions, Request for Information
    (RFI) responses, supplemental instruction packages, or other available information to assist the RE staff in meeting documentation requirements required
    for issuing requests for change proposals.
  • Performing inspection of conditions and review of contract drawings, specifications, approved submittals, RFI responses, and other relevant
    information for the purposes of determining impact and/or developing estimates or positions on construction cost specifically as it relates to potential changes.
  • Performing analysis of contractor change proposals by comparing to previously prepared estimates and making written recommendations in the form of a pre-negotiation objective memorandum for use by the RE staff and/or contracting officer to assist in developing the Government’s position and/or to guide
    negotiations with the contractor.
  • Reviewing and analyzing contractor written claims and/or requests for adjustment of price and providing written recommendations to the SRE or Contracting Officer on the technical merits and pricing elements via written draft negotiation position/objective.
  • Performing investigation or market study via telephone, internet, or other means to determine appropriate pricing for specialty services or construction not
    typically found in estimating guides to support development of estimates for proposed changes, analysis of contractor proposals, and/or development of pre-negotiation objectives.
  • Reviewing approved schedules and documenting contractor progress on change order work including information on crew size, equipment, weather, and other
    issues affecting contractor productivity to assist the RE staff and/or contracting officer with developing negotiation positions on unacceptable contractor costs for
    delays due to understaffing, inefficient means and methods, or concurrent delays for which the Government would not be liable for costs or time.
  • Reviewing contractor change proposals for conformance to contract requirements and preparing detailed recommendations on costs, quantities, materials,
    equipment, labor, and contractor inefficiencies or any other issues that impact cost of the change.
  • Assisting the contracting officer by participating in negotiation meetings with contractors as a technical expert providing input on costs, quantities, markups,
    fees, etc.

QUALIFICATIONS

  • The CM-EST shall possess a current professional credentialing as an Estimator and maintenance of same throughout tenure.
  • The CM-EST shall be able to quickly understand and master the requirements of the local state and federal jurisdictions and the requirements of each.
  • The CM-EST shall possess a degree from an accredited institution of higher learning with a specialty in Estimating or evidence of three (3) years of construction estimating work experience and knowledge to compensate for absence of higher education. Work experience may be substituted and will be reviewed for acceptability.
  • The CM-EST must have working experience in preparing, analyzing and identifying incongruities and deficiencies in the contractors work in relationship with the baseline schedule of values and monthly pay requests. Work completed shall be identified in the credentials of the individual to show competency to undertake a rigorous program in construction for cost control in all identified task order scope of work required. The Scheduler shall present three projects of the scale and difficulty at which he/she held a similar position. A sample of work equivalent to this project shall also be presented for review prepared by the SCH.
  • The CM-EST must possess Communication, Language, and Software Skills with the ability to utilize a variety of software programs to monitor, update, and produce work products by applying knowledge of computer literacy.
  • Healthcare experience is required.
  • Must possess CPE, CCP and/or CEP
