Job Description

General Description

The Survey Section Manager supervises the management and operations of County surveying activities.  Performs duties related to the coordination of survey activities and quality control of survey projects.  Works within broad policy and organizational guidelines, independently plans and implements projects.  Reports progress of major activities through periodic conferences and meetings. The pay range for this position is $77,904.58 - $116,857.00 annually.

Essential Functions

  • Drives and/or operates a county vehicle or equipment and must obey all safety policies, and roadway rules and laws.
  • Supervises, plans, and coordinates work of assigned staff.  Reviews and evaluates employee performance and completes performance evaluations.  Counsels staff and initiates commendations or disciplinary action when appropriate.
  • Reviews staff and consultant conducted surveys.  Certifies and seals surveys.
  • Provides survey advice to County staff and represents County in meetings, hearings and other meetings related to surveying activities.
  • Conducts field checks of surveying projects in progress to monitor project activity, resolves timely field problems or questions and determines procedures to be implemented.
  • Establishes and monitors technical surveying and drafting procedures and methods and resolves surveying and drafting problems.
  • Checks field notes for accuracy and consistency.  Initiates corrective measures or procedural changes as needed.
  • Performs computations required to prepare legal descriptions and surveys.
  • Monitors and reviews contracted mapping and surveying activity to ensure quality control.
  • Consults with other County staff to interpret survey requests, explains land surveying aspects of projects and coordinates surveying input with planning and execution of County projects.
  • Monitors technological advances in survey equipment, procedures, techniques, and methods.  Determines feasibility for County use and instructs survey personnel in their use when appropriate.
  • Participates in departmental projects.  Prepares correspondence and surveyor reports.
  • Responds timely to inquiries, requests, and complaints from County citizens.
  • Leads and/or attends staff conferences, professional meetings, and other events.
  • Performs other duties as required.

Minimum Requirements:  

Education, Training, and Experience

  • Bachelor’s degree in Land Surveying or closely related field, preferred.
  • Four (4) years relevant experience.
  • Previous surveying experience in responsible charge.


Certificates, Licenses, Registration, Skills

  • Valid Florida Driver License or must obtain within 30 days of establishing residency in Florida.
  • Must have Florida Professional Survey Mapper license.
  • Must have strong working knowledge of AutoCad Civil 3D 2024.
  • Ability to perform technical mathematical computations, to make estimates and tests, and compile survey data and statistics.
  • Knowledge of general construction specifications and plans.  Ability to operate surveying instruments (i.e., GPS, RTK, Robotics) in the performance of duties, and to test and calibrate surveying equipment.
  • Ability to effectively compute, plan, lay out, direct, and supervise the work of the field survey crew.
  • Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.).
