Job Description

QUALIFICATIONS/REQUIREMENTS:   

  • Degree in Engineering (Mechanical/Aerospace are preferred) from an accredited university or college; or equivalent experience. (heavy mechanical installation)
  • Project Management experience with a background in Quality and/or Engineering and/or installation Operations
  • Ability to read and comprehend technical drawings is requested.
  • Proficiency in English, both written and oral.
  • High skill in managing documents and reports.
  • Familiarity with the layout of hydroelectric powerhouses.
  • Knowledge of construction and installation quality systems, including policies and procedures
  • Ability to communicate clearly and well with external Customers and internally in the Organization.
  • Ability to influence others and lead small teams.
  • Effective problem identification and solution skills

 RESPONSIBILITIES:

  • Be the reference for Quality & Excellence culture at project site.
  • Be proactive by validating all critical assembly before starting it.
  • Be proactive by reading all relevant instructions & technical document before site mobilization.
  • Ensure compliance to all technical requirements & drawings from engineering during erection and commissioning.
  • Responsible for establishing a project quality management system (Quality Plan) in agreement with the Project Director, and Project Quality Leader, in compliance with Client and customer requirements.
  • Establish a verification plan to assure compliance to the Quality Plan at all parts of the project.
  • Responsible to report and escalate, to the project team, about the Quality matters.
  • Train the project team members in the use of the quality tools. (Client/contractors)
  • Assist in the preparation of project specific procedures and quality deliverables.
  • Act as the main quality representative at site, towards the customer. Promote awareness of the STOP Work strategy, and ensure any STOP Work is documented

Site Preparation (Startup)       

  • Participate, document and own the post-handover tasks and responsibilities.
  • Prepare a mitigation plan for activities that required follow-up from the PQL handover.
  • Participate in the Site project kick-off
  • Review of contract QA requirements as part of contract familiarization
  • Review of Quality Requirements to Supplier against contract requirements, if necessary, establish project specific Supplier Quality Requirements (SQR), in coordination with Supplier Quality organization.
  • Establish and implement project specific methods, or procedures driven by customer requirements applicable only to that project/client.
  • Familiarize and execute according to the standard ITP ensuring it covers the contract-specific requirements if the deviation of QA requirements updates standard ITP’s to project specific. Liaise with Project Manager to discuss any commercial impact.
  • Review standard supplier documentation request list against contract-specific requirements if deviation of QA requirements updates the standard requirements to include the project specific. Liaise with PM, Supplier Quality Leader, and/or Sourcing, to discuss any commercial impact.
  • Analyze the Lessons Learnt from previous projects, and propose improvement actions that could be applicable to the project.
  • Establish the project audit plan (System & Process)
  • Initiate and drive the criticality assessment
  • Create and get client approval for the Inspection and Testing Plan for site erection, as per MDL.
  • Prepare the site quality book as per contract & client requirements, for all the required reports SRS.

Project Execution         

  • In conjunction with the Project Manager propose measures to ensure that steering documents (i.e. the Project Quality Plan are implemented in the Project Organization (spot checks, verifications, communication, etc.)
    • Control and distribution of documents
    • Control of measurement and tests devices 
    • Storage preservation
    • Welding process
    • Painting process
    • Material traceability
    • Quality records
    • Coordinate inspection with client as required in contract
    • Apply the feedback of experience before major task (APQP/risk management) Proactive action
  • Participate in audits at site.
  • Make sure that all special processes have been identified and the corresponding staff are properly qualified (e.g.: welders, NDT inspectors, etc)
  • Foreign Material Exclusion (FME)
  • Ensure the project team is familiarized with corporate and project-specific procedures
  • Collect, verify, and organize all quality records in view of preparation of the site quality book (History docket / Data book) as per contract and as per Client rules (BOX folder) for all required reports & SRS.
  • Review ITP's/ITTP's, and Supplier Documentation Requirements
  • Coordinate Notification of Inspections, and verify relevance and maturity of the inspection activity by checking: ITP (Approval status and specific activity against the Notification of Inspection)
  • Coordinate and follow up the closure of the punch list items and/or NCMs resulting from the Inspections.
  • Follow up the relevant supplier documentation impacting ITP activity.
  • Conduct project audits. Monitor and follow up Corrective Actions to ensure a timely and satisfactory solution has been achieved. Prepare monthly audit & verification statistics.
  • Monitor reporting and close-out of internal and external (Supplier/Subcontractor) non-conformance requests and waivers.
  • Assist in preparing monthly statistics of non-conformance reporting occurring in our products, processes, and systems.
  • Ensure identification and clarification of NCM/RCA costs and escalate when required.
  • Ensure that the RCA and the identified CAPA are properly addressing the problem and preventing re-occurrence. Lead/support the implementation of the CAPA, and other process improvements at site.
  • Manage non-conformities detected at site & support the proper registration of non-conformities as they arise.
  • Assist in the preparation of root cause analysis and propose corrective actions.
  • Ensure that there are mechanisms to capture the punch items & follow up until closure
  • Own the quality gate reviews related to Construction & Commissioning & Liaise with the Project Quality Leader.
  • Ensure availability of the current revisions of the technical documentation on-site
  • Complete and follow redlined drawings
  • Provide QA performance statistics periodically to the project, and line organization reporting such as: Quality Tollgates, NCR status, CoQ status, ITP, supplier deviations, notification of inspections, punch list items and Customer deliverables status. Audit status and customer complaints status.
  • Analysis of the application of the QMS in the Project Site.
  • Promote awareness of the FME and STOP Work strategy and ensure any FME and STOP Work is documented. Communicate the STOP Work globally where applicable.
  • Ensure Customer Complaints are managed in due time in the respective tools (ref. Quality Plan). Including revision from legal when required.
  • Coordinate QA/QC activities between Project Quality, and site team, including review of Project Health (KPIs) on a periodic basis, and changes/input to the Site Manual.
  • Assure the execution of the process from Red Mark to As-Build documentation
  • Ensure that the NCM is properly registered and manage timeliness for resolution.
  • Follow and revise site ITPs in collaboration with the PQE-PQL
  • Produce inspection reports
  • Complete and maintain the measuring and testing instrument register
  • Complete and maintain the welder’s qualification register
  • Communicate results to the Engineering team
  • Supervise the inspectors and inspection firms used on-site
  • Inspect the work related to contract changes
  • Ensure that subcontractors have calibrated instruments if they bring their own equipment

Project Closure (Pre-demob)    

  • Prepare and drive closure from the open items (Punchlist, NCM, RCA)
  • Capture the End of Project Lessons Learned
  • Ensure that all the project dossiers are closed
  • Coordinate and document the handover milestones to the Next Step.
  • Coordinate the as-built (red marks) process

COMPENSATION/BENEFITS:

  • $55.00-$65.00/hour, depending on experience.
  • Per diem for candidates who live outside of a 60-mile radius from the project location.
