The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes across the State of Maryland. The MDTA is seeking a Director of Construction to oversee the delivery of the Capital Program budgeted for $3.2 billion in the 6-year Consolidated Transportation Plan (CTP) and the Construction Operating Program that is budgeted for $11 million per year. The Director of Construction is responsible for the direction, planning, development and delivery of strategies, programs and processes to meet the goals of construction projects and, initiatives. The incumbent in this position will lead a team of 150-200 State and consultant employees and will be integrally involved with the Office of Engineering throughout the development, planning, construction and inspection phases of construction projects. The duties and responsibilities for this position include, but are not limited to, the following:
Direct the construction of major and complex projects;
Supervise the development and management of the Capital and Operating Budget programs for the Division of Construction, including budgets, cash flows, spending and approval of recommended revisions;
Delegate program level tasks to direct reports, and review and approve the recommendations of the direct reports;
Oversee the organizational structure and staffing requirements for the Division of Construction and for project programs;
Direct and manage employee relations within the Division of Construction, including hiring, promotions, complaints, conflicts, succession planning, etc.;
Review of all contract issues that affect cost or schedule;
Approve project-related time extensions, change orders, and extra work authorizations;
Review and approve/reject entitlement claims;
Determine and approve training and equipment needs;
Oversee the Office of Engineering and Construction's Constructability Program;
Develop and manage the Architectural/Engineering (A/E) service contracts to supplement staff and assist with delivering the program;
Ensure the continuation and development of the safety and continuing education programs;
Act as a liaison to other state, federal, public and private entities on behalf of the Division of Construction;
Represent the Office of Engineering and Construction at various meetings with the MDTA Board and Executive Office, and other relevant stakeholders;
Ensure administration and Contract compliance with COMAR Title 21, 49 Code of Federal Regulations, MDTA Policies and Procedures, TSHRS Personnel Policies and Procedures and OSHA Regulations.
This position will receive direct supervision from the Chief Engineer. The current vacancy is located in Dundalk, Maryland.

Education: Bachelor's degree in construction management, engineering, or a related field is preferred.

Experience: Eight (8) years of construction management experience in a supervisory position. Four (4) years of experience managing complex transportation construction programs. Experience leading a large team of construction professionals and consultants in complex construction projects is strongly preferred.
